Taoyuan City Fire Department Organization Directive
1.This Directive is established pursuant to Article 8-1 of the Self-Government Ordinance for Taoyuan County Organization.
2.The Taoyuan County Fire Department (TYFD) is under the Taoyuan County Government (TYCG) to take charge of the fire, safety and disaster rescue work within the county.
3.The TYFB is under the direction of the director-general who commands, supervises and administers the TYFB, and its members, under the magistrate and the command and supervision of the National Fire Administration. The deputy director helps the director-general to administer the department 's affairs.
4.The following sections, offices and centers are established under the TYFB, and their functions are as follows.

Fire Prevention Section
The Fire Prevention Section takes charge of the planning and implementation of fire and safety equipment inspections; management of offenses of the Fire Prevention Act; management of applications for repair and maintenance of fire equipment; implementation of fire prevention regulations; management and inspection of dangerous public goods; and management and training of the fire prevention manager.

Disaster Rescue Section
The Disaster Rescue Section takes charge of the rescue in fires and other disasters; utilization and management of disaster rescue resources; preparation, utilization and management of water sources for fire prevention; organization, training, management and utilization of volunteer firefighters; disasters and calamities prevention and rescue; training, utilization and management of volunteer first-aid groups.

Disaster Management Section
The Disaster Management Section takes charge of the planning and promotion of disaster prevention and rescue systems and relevant policies; the establishment and coordination of disaster command center for typhoons, earthquakes, severe fires and explosions; promotion of disaster prevention education; and planning and management of disaster prevention and rescue database systems.

Emergency Medical Service Section
The Emergency Medical Service Section takes charge of the emergency medical service system, emergency medical techniques training; planning and implementation of massive casualties rescue; planning, supervision and evaluation of emergency medical services; and connection and coordination with healthcare and medical institutions.

Training and Education Section
The Training and Education Section takes charge of the education, training and continual education of firefighters; planning and writing of teaching materials and teaching aids; and implementation of education and training programs for firefighters.

Fire Investigation Section
The Fire Investigation Section takes charge of the investigation, survey, statistics and analysis of causes of fire; and issue of fire certificates.

Administration Office
The Administration Office takes charge of the research and evaluation, paperwork, public relations, legal affairs, seal management, procurement, cashier, property management, general affairs, and affairs not responsible by any section, office or center.

Emergency and Rescue Command Center
The Emergency and Rescue Command Center takes charge of the planning, command, dispatch, supervision and evaluation of fire prevention and control duties; statistics and analysis of disaster rescue and medical service achievements; and information and communication processing.
5.The TYFB shall assign one chief secretary, section chiefs, office chiefs, one-yard manager, group commanders, deputy group commanders, technical specialists, officers, technicians, assistant technicians, branch heads, leaders, office clerks, Team Member and associate clerks.
6.The TYFB shall establish an accounting office equipped with a chief, officers, clerks and an associate secretary to take charge of the department ’s budget, accounting and statistics.
7.The TYFB shall establish a personnel office equipped with a chief, officers, clerks and an associate secretary to take charge of the department ’s personnel management.
8.The TYFB shall establish a civil service ethics office equipped with a chief, officers, clerks and an associate secretary to take charge of the department ’s civil service ethics.
9.The TYFB shall establish disaster rescue and emergency medical services brigades made up of subsidiary squads according to the characteristics and needs of each jurisdiction.

The TYFB shall establish a branch in every township (town, city); and the number of branches may increase if the population of township is large or the area of township is spacious.

The manpower required for the additional branches in the foregoing paragraph shall be replenished within the manpower of TYFB.
10.The TYFB shall establish a maintenance yard for the repair and maintenance of fire engines, disaster rescue vehicles, equipment, instruments etc.
11.The TYFB general meeting shall be convened by the director-general every month; and provisional meetings shall be held where necessary. The following members shall be the ex-officio members of these meetings:

Director-General
Deputy director-general
Chief secretary
Section chiefs
Office and center chiefs
Group Commanders.
The Director-General may invite or appoint related personnel to either attend or participate in these meetings.
12.The position and manpower layout of titles specified in this Directive shall be defined in the organizational table.
The position of titles specified in this Directive shall be subject to the Grading of Position Table; except for police officers.
The management of police officers shall be subject to The Statute Governing Police Personnel and relevant regulations.
13.The stratified responsibility datasheet shall be drawn by the TYFB and approved by the county government.
14.This Directive shall be implemented as from the date of announcement.
The amendment to this Directive shall be implemented as from 1 January 2003.
Articles 4 and 5 announced pursuant to the amendment made to this Directive on 26 July 2004 shall be implemented as from 1 July 2004.

Articles 6-8 announced pursuant to the amendment made to this Directive on 3 August 2005 shall be implemented as from 1 July 2005.
