What are the public hazard substances controlled by the Fire Department?
There are 6 categories of public hazard substances controlled by the Fire Department: oxidizing solids, inflammable solids, substances that emit flammable gas in contact with water (solids and liquids), inflammable liquids, organic peroxides or substance of spontaneous reaction, and oxidizing liquids.
See Attachment Table 1 of the “Establishment Standard and Safety Control Regulation for Manufacturing, Storing, Processing Public Hazardous Substances and Flammable Pressurized Gases Places” for details of the substances, such as their names and control quantities.

Article 2 of the Fire Services Act specifies that “for the purpose of the Act, an “administrator” whenever appears in the Act, is referred to any person who has the right to exercise domination and control of the place in question either as duly conferred by the law or by contract…” What does an “administrator” mean?
If a company is a corporation and has the building use permit or business registration certificate for a legal place, the registered person in charge is the administrator of that place.

What should I do for hazardous material management as a good security supervisor?
A security supervisor who has been trained and acquired a certificate shall do his/her job for the security management of public hazardous materials according to Articles 45 through 46-2 of the “Establishment Standard and Safety Control Regulation for Manufacturing, Storing, Processing Public Hazardous Substances and Flammable Pressurized Gases Places” and specifications in the firefighting and disaster prevention plan template provided by the Department.

A security supervisor is not an officer of the management or supervision level. Is there any punishment?
Once a violation is investigated and confirmed by the Department, the administrator is subject to a fine from NT$ 20,000 up to NT$ 100,000 according to Article 42 of the Fire Services Act.

What is the deadline for submitting the firefighting and disaster prevention plan? What is the punishment if I fail to submit the plan as required?
The firefighting and disaster prevention plan that is produced (on the employment or change of security supervisor) or changed (with modification of the plan’s contents) shall be submitted to the local fire service within 15 days. Once a violation is investigated and confirmed by the Department, the administrator is subject to a fine from NT$ 20,000 up to NT$ 100,000 according to Article 42 of the Fire Services Act.

Is there a subsidy for relocating or replacing a gas water heater? And what is the amount?
For the concern about carbon monoxide (CO) poisoning in your home, a request may be submitted to your local fire station for the subsidy to relocate or replace gas water heater. The fire station will go to your place for a survey to investigate the potential of CO poisoning; once the potential is confirmed, a qualified contractor will be informed for the job.
The subsidy is NT$ 12,000 per household for medium/low-income applicants and NT$ 3,000 per household for regular applicants.

When should I submit the application for gas water heater relocation or replacement subsidy?
Every year from Jan. 1 to Feb. 28, medium/low-income families are eligible for the application. If there is budget remaining, Since Mar. 1, the application is made available for regular families until the fund runs out.

What is the right type of water heater for me to prevent CO poisoning?
- The usual mistake of installation: an outdoor (RF-type) water heater installed where the ventilation is poor, such as balcony with windows or indoors.
- How to choose the right type:
- For the outdoor where the ventilation is good, choose an outdoor RF-type water heater.
- For the indoor or balcony with windows, choose an FE or FF type water heater with forced exhaustion.
